Susan Spence has over 30 years of experience in university and academic leadership, strategy and operations. Her career has included positions with Dalhousie University, the University of Texas M D Anderson Cancer Center and St. Thomas Hospital in London, England. Her Board experience includes serving on Boards of NS Heart & Stroke, NS Health.
Ann Foran

Ann Foran is the Senior Vice President - Government Business, at Medavie Blue Cross. Ann has over 30 years of experience working with governments in the health industry at a provincial and federal level. Ann’s current volunteer involvement also includes working with Dartmouth Housing as a Board Member.
Deeksha Bhaskar

Deeksha Bhaskar is a business owner and is currently in her second year at the Schulich School of Law at Dalhousie University. She is the PFC Secretary as well as Chair of the PFC Governance & Nominating Committee.
Randy MacMillan
Treasurer
Randy MacMillan is the President and CEO of Scotia Investments Limited. He has extensive knowledge in the financial sector, strategic management processes, and experience in healthcare operations and development. Today, he leads the Scotia Investments Family of Companies, overseeing 1,500 employees across seven companies producing environmentally friendly products that uphold the company’s commitment to its core values of long-term stewardship, environmental integrity, and community wellbeing.
Teddy Comeau

Teddy Comeau is a partner at McInnes Cooper. His practice focuses on the fields of real estate, banking & financial services, and construction & property development.
LeeAnn Larocque
Board Member
LeeAnn Larocque has worked in healthcare for over 25 years, holding positions at all levels of leadership, including her current role as Acting Vice President of Clinical Care and Chief Nurse Executive at the IWK. Her experience has included developing and implementing numerous health system improvements that guide healthcare delivery for children, youth, and women within the province and better the lives of Nova Scotians.
Craig MacMullin

Craig MacMullin is the President and CEO of Centre for Entrepreneur Education & Development. With experience in non-profit operations, entrepreneurship, and technology, Craig hopes to contribute to Partners for Care through innovative and entrepreneurial solutions to healthcare delivery.
Alan MacPherson
Board Member
Alan MacPherson is an entrepreneur and business owner with experience in manufacturing, healthcare, finance, and property development. With a desire to support and enhance the lives of Nova Scotians, Alan has held positions on several boards and committees for organizations like NSCAD, Ronald MacDonald House Atlantic, IPOANS, and the Construction Association of Nova Scotia.
Charmaine McPherson
Board Member
Charmaine McPherson has worked with Indigenous Services Canada, the NS Department of Health & Wellness, and St. Francis Xavier University. In addition to her positions within the education and healthcare sectors, Charmaine is a private business owner and holds a PhD in nursing from McMaster University.
Ossama Nasrallah
Board Member
Ossama Nasrallah is the owner of multiple tourism businesses, including Sea Halifax and Nova Glamping. Prior to working in the tourism industry, Ossama worked with Scotiabank. He has served on several boards, including United Way Halifax, the Lebanese Chamber of Commerce of Nova Scotia, and the Port of Halifax, Liaison committee.
Mike White
Board Member
Mike White is a Director with HANS focused on Group Benefits Solutions. Mike also spent 22 years at Workers’ Compensation Board of Nova Scotia in a variety of positions including progressive leadership roles. Mike is a past volunteer Vice Chair of the MetroWorks Employment Service Board of Directors.
Catharine Penney
Past Chair
Catharine Penney is President of Mayfair Management Consulting Ltd and has extensive experience in executive leadership roles. She is the former Chair of the PFC Board of Directors and chair of the PFC Audit and Finance Committee.
